Kevin Cooney, MS, PE, a principal and CEO at Summit Blue Consulting, has analyzed energy technologies and markets for over 20 years. He has extensive experience in new product and service development, energy efficiency program design and evaluation, and market assessment. His recent project mix includes; a portfolio evaluation of a regional, market transformation alliance in the U.S. Northwest; and analyzing the risks and benefits of energy management strategies for drinking water utilities nationwide. Some other relevant projects include:

  • PG&E, San Francisco Peak Energy Program Evaluation. Mr. Cooney recently managed the impact and process evaluation of this partnership program between PG&E and the City of San Francisco.

  • Public Utility Commission of Texas, Independent Measurement and Verification Expert. Mr. Cooney recently managed this M&V audit for the PUCT. The review of the utility-reported energy and peak demand reductions for calendar years 2003 and 2004 for all IOUs in the State of Texas.

  • Southern California Edison, Impact Evaluation of the IDEEA program. Mr. Cooney is currently advising the analysis team responsible for conducting the impact evaluation for eight innovative programs being delivered by contractors for SCE.

  • BPA, Review of the Northwest Alliance's Contribution to BPA's Energy Conservation Targets. Mr. Cooney managed this review that focused on whether there was sufficient basis for the savings claimed by the currently reported NW Energy Efficiency Alliance programs for BPA to claim those savings on the same basis of its other program investments.

Mr. Cooney has addressed a wide range of audiences on energy technologies, regulatory policies and markets, has written articles for the Electricity Journal, Public Utilities Fortnightly, ASHRAE Journal, and Proceedings of the ASME. Kevin is a licensed engineer with an MS in Building Energy Engineering and a BS in Civil Engineering from the University of Colorado, and has completed the Advanced Management College executive education program at Stanford University.
