This is a time of extreme challenge for resource assessment and utility resource planning. Demand for power continues to grow while the regulatory environment is rapidly changing, and it appears that carbon dioxide and other greenhouse gases will soon be capped or taxed. While these trends are occurring, new clean generation technologies are becoming more readily available and cost-effective. Renewable portfolio standards are compelling specific types of generation additions in most states.
